Since the goal is to stay under $8 that rules out almost all movie theaters these days...or does it? Some of the movie theaters sell tickets online and in vestibules at the theater. To the computer, a 65 year old looks the same as a 20 year old. Take advantage. Plus you can always stick around to see a 2nd movie which technically means you are only paying half.
Price: $3-$6 (Depending on the theater)

Free Museum / Art
Minnesota libraries offer free tickets to local museums. All you need to do is go to the library and ask about it, and they just scan your library card for a free pass. This works at places like the Walker, Russian Museum, etc.

Grown up sledding
Price: $7 (circle sleds & ducktape)
Sledding can get pretty boring if you are over the age of 13 or so, but small changes can make it pretty fun. Go buy circle sleds from walmart or target and ducktape. Go find a short-medium length, yet steep hill. Sit down with your feet over the sled (keeping them out of the snow, then wrap the ducktape around your feet with the sticky side out. Try and make it down the hill standing up with your feet stuck to the sled. Depending on your situation, this is always made better with some hot chocolate and peppermint schnapps or hard hot cider drinks.

High efficiency date
If you're too poor and cheap to afford the quintessential high-class date (dinner, drinks and tickets to the theater) then try this:
1) Head to Hopkins, stop at McDonald's on the way. Pick up a few McDoubles and some apple pies off the dollar menu. Tell the cashier you want two empty large cups. If the Monopoly game is currently running, then you're probably screwed. If so, head to Taco Bell.
2) Stop at a liquor store and get a cheap bottle of wine ($6). Tell the cashier you just moved and can't find your opener, so you'll need the bottle opened. Fill the empty cups with wine.
3) Buy $2 movie tickets at the $2 Hopkins Theater. If you're ready for a double-header, it's best to check the movie listings to make sure there isn't too much lag time in between movies. You don't want your date passing out on you.
4) = Dinner, drinks and a couple of movies for $7 a piece.
Price: $7 each

Introduction
The max for this site is $8 per person. You will see drinking games, outdoor activities, loopholes for retail, messing with others, etc. Yes, the typical things you do cost more than $8, but if heighten your willingness to do odd things, you'll see Minnesota has a lot to offer at no cost. Entries from here on out, if nothing, will be interesting to think about even if you would never do them. Some will be simple and obvious while some will be...well...not. I'm not a hippie, I just get sick of things after doing them over and over. Enjoy...
